With the idea that the co-creation of new policies had to stem from the joint initiative of the different actors, the Pact was structured around three main axes:

  1. Promote autonomous development and the empowerment of people
  2. Promotion of a responsible productive fabric that promotes decent and quality employment
  3. Transformation of the productive fabric and workers to become the engine of the ecological and digital transition, sustainability, and care for the territory.

Regarding the organization and working instruments, the signing members agreed on a model of democratic and participatory governance management, with the aim of fostering an open debate space.

Furthermore, the definition of the Local Employment Strategy and the creation of the Local Observatory for Decent and Quality Employment, which will be responsible for monitoring the measures promoted, were agreed upon.
